Pseudo Azerbaijani “eco-activist” who participated in the blockade of Artsakh, Dilara Efendiyeva, arrived in Yerevan on October 21 to participate as an invited guest at a “civil society dialogue” backed by official structures in Armenia and Azerbaijan under a fabricated “peace agenda.”
A deep political crisis is unfolding in Armenia. Under the guise of a “civil society dialogue,” Nikol Pashinyan’s government allowed the arrival of individuals directly involved in the blockade and ethnic cleansing of Artsakh.

The visit was not limited to an NGO event. Efendiyeva and other members of the Azerbaijani delegation were received by representatives of Pashinyan’s administration, including Security Council Secretary Armen Grigoryan. Their arrival and participation were coordinated under the same “peace agenda” framework promoted by the government, granting political legitimacy to individuals directly involved in the blockade and ethnic cleansing of Artsakh.
Efendiyeva was invited as the head of Azerbaijan’s so-called “Women: Peace and Security” Center, yet her only contribution to “peace” has been the starvation of civilians. She was among the organizers of the blockade of Artsakh and the closure of the Berdzor (Lachin) Corridor, which cut off 120,000 Armenians, including thousands of children, from food, medicine, and humanitarian aid for nine months.
Her public role in that campaign began in December 2022, when she appeared among the so-called “eco-activists” who blocked the Berdzor road under Russian peacekeeper supervision. In a recorded statement, she claimed that protesters were allowing ambulances and humanitarian convoys to pass. That claim was false. The Artsakh Ministry of Health confirmed that patients in critical condition could not reach Yerevan, while fact-checking investigations showed that Efendiyeva and her group’s blockade had completely sealed off medical evacuations.
Despite this record, Efendiyeva was welcomed in Yerevan as a “peacebuilder.” She participated in the October 21–22 event at the DoubleTree by Hilton Hotel alongside other Azerbaijani representatives. The meeting was an event presented as part of a so-called “peace agenda” between Armenian and Azerbaijani civil societies.
Hosting such individuals on Armenian soil under the cover of dialogue is not diplomacy. The same person who helped choke off Artsakh’s lifeline is now being presented as a voice for peace.
