Azerbaijan’s Ambassador to Turkey, Rashad Mammadov, said Armenia’s expected constitutional changes after the June 7 elections are the key condition for signing the Azerbaijan-Armenia peace agreement and opening both the Armenia-Azerbaijan and Armenia-Turkey borders.

Speaking about the normalization process, Mammadov said Baku and Ankara are coordinating closely and moving in parallel on both tracks.

“We are pursuing a policy of consensus with Turkey and remain in constant contact with the Turkish Foreign Ministry. We are simultaneously advancing both the Armenia-Turkey and Armenia-Azerbaijan normalization tracks. We reach agreements with one another and move forward step by step,” he said.

Mammadov claimed that Armenia’s constitution contains territorial claims against Azerbaijan and said those provisions must be removed before the peace agreement can be signed.

“After the June 7 elections, they will change the constitution and hold a referendum. Once those territorial claims are removed, the Azerbaijan-Armenia peace agreement, which was initialed in the United States, will be signed. After that, the Armenia-Turkey and Armenia-Azerbaijan borders will be opened,” Mammadov said.
