Paragraphs 3.33 and 13.2, read “while restoring civil acts formerly registered in Armenia,, toponyms are based on Azerbaijani historical toponyms, taking into account the advice of the National Academy of Sciences of Azerbaijan.”

In an interview with CNN Turk on August 14, 2021, Aliyev stated “the first goal was to liberate Karabakh and Eastern Zangezur. It was a historic mission. Now we have new goals to meet” [2]. He also called the south of Syunik “the western Zangezur, Meghri district under Armenia’s control”[3], thus denying that these territories belong to Armenia.
