Azerbaijan has continued expanding and reinforcing its military positions inside Armenia’s sovereign territory near Sev Lake in Syunik, according to satellite imagery analyzed by journalist Davit Galstyan, providing further evidence of Baku’s consolidation of its military presence on Armenian territory.

In an October 31 investigation published by Sputnik Armenia, Galstyan compared Sentinel-2 satellite images from July 2024 and September 2026, identifying newly constructed dirt roads, widened access routes, cleared land, additional structures, and engineering work around Azerbaijani military positions.

According to Galstyan’s findings, the positions are located within Armenia’s internationally recognized territory, as also indicated by Soviet General Staff maps dating to 1975. The investigation identified sections where construction and fortification work took place between 2024 and 2025.

The findings follow an earlier investigation by Galstyan published in October documenting similar Azerbaijani military expansion near Jermuk. He has also reported additional fortification work at Azerbaijani positions inside Armenia’s Syunik and Tavush regions.

Notably, Galstyan’s investigation found that the military expansion continued after Armenia and Azerbaijan began border delimitation based on Soviet-era maps in Tavush and after the August 8, 2025, initialing of a peace agreement in Washington.

The satellite comparisons document continued construction around Azerbaijani positions on Armenian territory despite ongoing diplomatic negotiations and border delimitation efforts. The full extent of the expansion remains unclear, as the investigation identifies only the principal areas where changes were detected.
