Azerbaijan has linked Armenia’s upcoming parliamentary elections and a potential constitutional referendum to the prospects of a peace agreement, effectively tying bilateral negotiations to Armenia’s internal political outcomes.
Elchin Amirbekov, special representative of the President of Azerbaijan, stated that the results of these processes will directly influence the signing of a peace deal between Yerevan and Baku.
He suggested that these internal developments could prove decisive in achieving what he described as a “long-term and irreversible peace” in the region.
The statement reflects a continued pattern of external pressure on Armenia’s sovereign decision-making. Critics argue that such remarks go beyond observation and constitute direct political signaling, aimed at shaping Armenia’s internal agenda in line with Azerbaijan’s strategic interests. In practice, this framing also signals a preference for political continuity and predictability in Yerevan, where a change in leadership could complicate or alter the current trajectory of negotiations, including under the current administration led by Nikol Pashinyan.
